Download the file to your computer. In the game in the league, go to the Edit Schedule screen under League Setup. Choose the Import CSV Schedule option. A little window will pop up from which you can choose that file from wherever you saved it. After you pick it out the game will take a few seconds to load it up. Then you can set the All-Star Date and Year Starts on info there on that same screen.

No, not if you simply do nothing from year to year. If you reimported the original schedule each season, then you would have the same matchups. But the game itself does some juggling of the matchups in going into a new season by mixing up the teams within each division. The games themselves all remain the same but the teams that get slotted into them change.

Those years can be ignored because they really do not matter for anything except setting the calendar so the days of the week line up the way they were intended. They will work for any year, indeed there is no year to change if you are not first setting up a league. For 2005 you set the Year Starts on day to Saturday so that series designed to begin on Monday begin on Monday rather than Wednesday or Saturday or anything else.
