You can definitely do it in Excel, if you're good at that sort of thing.

1. Open the file in Excel
2. Delete every row without a state of Michigan
3. Save the file as a csv file
4. Rename the saved file nations.txt

That's really simplified, assumes you somewhat know what you're doing. Gotta run!
