I would try deleting the preference file(s) for OOTP. The "bouncing icon, then nothing" is a common symptom of a corrupt preference file. I can't figure out where it's stored, though. It's not in the preferences folder inside the user's library folder. Maybe it's in the OOTP folder somewhere.
Marc or Steve, where is the OOTP preference file located (the file(s) that contain the preferences, options, settings, etc. that are loaded when the game first starts)?
