You can change this in the file "config" located in your OOTP Baseball 2006\data\ folder. There are two parameters:
GAME_FIELDING_ERROR_FREQUENCY
100
GAME_THROWING_ERROR_FREQUENCY
100
Change them to a multiple like 400 to 700, experiment with fake seasons to get the right pct and you should be in business. Throwing error could be argued to be less than fielding in 1800's ball - I have them equal and the catcher seems to make a throwing error on every steal....I'll fix it for my next sim year...
