I've had problems very similar to the above and others mentioned in this thread. At the end of my first year of play the game indicated that I had about $80 million available for player contracts. I offered contracts totaling about $68 million and players signed contracts totaling about $30 million. I never heard back from the other free agents and I never received back the money offered in those contracts.

For awhile I had $12 million (the original 80 less the 68 oferred) left for contracts but that money dissappeared sometime in early February without me having signed anyone. After the next season started the money available for FA contracts slowly increased as the season progressed but the owner would not approve any major league deals for quite awhile even for the minimum.

It is now early August and the money available is about $26 million according to the message I get but the owner will not approve a deal for more than about $2 million.

If the game is working the way it is supposed to it is very hard to understand what is going on and how much money is actually available for signing players. I think it would be easier and more realistic if owners just gave you a budget instead of having it vary sometimes on a day to day basis. Also, money shouldn't be lost just from offerring a deal if the player does not sign. It would be good if players also responded when declining an offer or otherwise there should be a method to retract an offer or at least a way to find out when an offer has expired.
