When you are in the creation stage of your league you should see the PCM's change in the Strategies and Equivalencies tab. If they don't change just un-check and re-check the box after you ave your starting year set. I'm really not sure why your league toals modifiers would not be updating automatically as I have never had any problems with those not working properly. Try again and see what happens.
