Yes,
go to Transactions, click on the "Draft pool" or "free agents" tab.
you should see a "create fictional player" button, press that,
change the "draft eligibility" to "eligible for next draft"
change "number of players" and other options what you want
then press "create player(s)" button
and you're done.
