This is incorrect. According to the KBO website, these salary details apply only to foreign players. There is no restriction on salaries for Korean-born players. For example, Chong Min-tae is currently making over $600,000. See

Also, I believe that the minimum player salary in Korea is $16,000 per year. I found this in a dissertation about the current state of collective bargaining in the KBO, and this was published in 2003.
