This mod will allow you to add every state in the US as well as Washington D.C. and the Cape Cod region as it's own nation in OOTP in addition to the default options. Each town and city will have it's proper population (as of the 2000 US Census) and geographic locations, and each state will have it's own baseball quality setting based on how many MLB players have come from it over the years (info from www.baseball-reference.com).
