Sorry, but nope. It's possible the game lists this as a feature but it has never actually worked properly. It allows you to trade a pick from only 1 season (the current one) and only allows you to trade it 1 time, which is actually worse than not allowing this at all as it screws up the games DB when that pick is traded a second time (as in an online league) and actually adds additional manual admin work to the manual post-draft traded pick player trades.
The main use for a traded draft pick utility (besides all the manual admin time saved) is to retain the correct draft info in the player & team/league history, as well as avoid all the ad hoc trade info after the rookie draft. Currently for traded picks you need to manually trade the player to his new team, it's a pretty convoluted, error prone & time consuming process.
