Since most of the DB's use 'Major League' stats, no matter what year you want, they will come in with whatever 'year' stats it has for them. If you reduce them, you will be risking reducing the league overall, since many will never develop in to what they were.

Im sure a few other's who 'really' enjoy OOTP2006 could comment further on this....

If your using 'real' players, remember you need enough to fill each level of your minors. The more levels the more players. (and players who are in a league below their level of play seem to retire early - ime)
