1998 is right.

If you're a commissioner and then decided to act as a GM of another team you don't get all of the GM goodies.

My work around for this is to create two managers. One can be the commish, the other can be the GM (you have to make sure you are not a commish).

Of course, this poses a problem that 1998 avoided - you can be fired. Of course, if you also have a commish manager then you can reassign your other manager to be GM of the team again.

I hope that wasn't confusing.
