I can recreate this at will, in an online league that is not using scouts, and is not using "hidden" players.
I can put in a fragment of a name, and see dozens of opportunities. They are so far all crud, but I did find a 40 rated guy in 5 minutes just goofing off.
I think a determined person could loot the planet.
