One suggestion you could try (backing up first, of course): have the commissioner turn on scouting, and then turn it back off again. I'd be curious to see if that tricks the game into making sure everything is "off". I don't suspect it will; this smacks of something goofy in the file itself.
Please make sure he doesn't do this with your real file! I have no idea what ramifications that could have. Don't want to exacerbate the problem...

I found it. If you look at the coaches HTML that's generated, I
think you'll find the scouts in there listed as being signed to certain teams even with scouting/coaching OFF. It's happening in our league this way also.
