Youaren't doing anything wrong. SOME free agents are being signed, right? The AI makes its decosions based on the players' ratings, not their statistics.

If the 19-10 pitcher got his record through lucky pitching or good run support, the AI will take that into account and go after the 10-19 pitcher with one point better Overall rating.
