Movement + Major League Equivalences

So, I'm confused. . . I've tried to build a league that starts in 1889... and am trying to get low homerun totals...

But!

All the pitchers created, on a scale of 100, have the movement of 1, with the potential for: 1. I haven't touched anything to do with player creation modifiers, and I only switched the ML equivalences.

So I switched them to homeruns at 0.200. I figured this would mean it's low, but now I'm wondering if that means there'll be a ton.

Is the equivalences for batters or pitchers? If I want less homeruns, do I raise the level or lower it?

Finally, why are all the pitchers created, drafted, and used have a 1 in movement, while all the other ratings are normal?

Any help...?
