I figured out how to get past the windows vista issue. Right click on the OOTP 6.0 shortcut. Then select "run as administrator" from the list of options. This will then bring up a window asking for approval to let the program run. Select yes to allow and it will then bring up the license screen from the game. Imput your order ID and you should be good to go. Then do the same for OOTP 6.5. Remember to start with 6.0 first...this approach worked for me.
