I figured it out When I installed the game I installed it here C:/OOTP2007. however they are also in Mydocuments/Sports Interactive/OOTP Baseball 2007/Data/World_templates folder. to get the file to show up in the game it as to be in Mydocuments/Sports Interactive/OOTP Baseball 2007/Data/World_templates folder. Does anyone know the reason this Happen?
