Correct. Just set them the first year, and make sure the importing options are unchecked.

Great question. I don't know if it makes a big difference or not (I get the impression it doesn't), but I did it based on how I'll be playing: 15-round draft, enough players generated for 20 rounds, ghost players enabled. Knowing the way I play, I'd get bogged down with a much longer draft than that.
