Yeah, it is intended for scouting turned off (no way I could use scouting numbers, as they are not exported to the csv dump).
However, it takes an arbitary rating scale as a parameter, so conceivably you could set it to be a 1-1 or 1-2 scale, which should mean they would have to rely on their scouts for any useful information. May make it hard to find players and pick them though, so you may need to just do 2-8 or something similar... play around with it and see what works.
