How to fix batting averages

I seem to have run into a bit of a problem. Now, I know you can tweak the era numbers to try and fix things, but thus far, when I try to lower league averages all I've done is increase disparity.

Over the last 5 seasons i have had at least 5 players end up over .400, and last year there were more than 30 players who batted over .300 just in the AL alone.

Now, I've tried lowering hits, increasing at bats, and tweaking other totals, but the top averages haven't gon down, just the worst players have gotten well, worse. So most of the top hitters are still hitting the same while the lower guys have declined, thus making the league average lower.

So, any ideas?
