General Manager can only promote personnel to other positions within the same team or to the Majors. For instance personnel cannot be promoted from Double-A to Triple-A, only from Double-A to ML.

I am using a converted 2006 league, Erich's 1/1/2006 MLB set.

This was a bug with 2006 which has not been fixed (unless it is a problem with the roster set, which I don't think it is. The TT # was 2376.

This wouldn't be that bad of a bug, but personnel can refuse demotion. So if you use the work around of moving personnel to the ML team and then demoting, you could end up with personnel in the ML that you want to demote, but can't forcing you to release them and eat the contracts.

Also, this is probably not the place, but it would be nice if you could offer ML contracts to minor league personnel under contract to other teams, if the GM of that team allows it. This would prevent the player from stockpiling great personnel which is much too easy now.
