What about going another way, and make each team put up a deposit when they join the league and only be able to get that deposit back if they meet all criteria of the league. Obviously there are good reasons why people have to stop playing, the league could make rules saying you had to have been a good manager for so many seasons and continue to manage until the league can find a suitable replacement for you and so on. A trusted party such as the commisioner can run a paypal account for the league using confiscated deposits for website costs. I think this could widely raise the level of overall GM involvement without worrying about people cheating to try and win the pot.
