Team's Seasonal Fee = [Payroll] / [2,000,000]
So a team with a $120,000,000 payroll has to pay $60 bucks but the pre-arby team with a $30,000,000 payroll only has to dish out $15 bucks. Just like real life, keeps owners who know they are in for a down year with the league (at least somewhat), and prevents huge spending sprees for a championship and then quitting (to an extent). Other rules are probably needed though.
A pay league would be loads of fun.
