OOTP 6 and Vista

I just got a new laptop with Vista (work supplied, can't look a gift horse in the mouth). I've unlicensed OOTP 6 and 6.51 from my old laptop (second license still installed on my home PC). I don't have any problem installing OOTP v2007, v2006, or even 6.51a on the Vista laptop. I can launch 6.51a and I have successfully installed the 6.51a license.

Here's the problem. When I now try to launch 6.51a, I get a message that I need an OOTP 6 license installed, too. However, I can't get OOTP 6 to install in Vista. I've downloaded all of the various OOTP 6 versions (each of the patch iterations). With each and every one of them, I can open the installer (extractor) and choose the default directory. The installer then starts going. However, after a second or two (about 15% into the extraction), the installer fails. There's no error message and the installer just quits and vanishes from the screen. I've tried running as administrator (being logged as administrator all the time), but still to no avail.

Can anyone give me any advice on installing OOTP 6 in Vista, or is there a way that I can load my OOTP 6 license into the 6.51 game without installing OOTP 6?

Edit: I did put this in a different thread than the one in the OOTP 6 discussions because it does seem to be a different issue. Even though the installer quits quickly, I do have an OOTP 6 application in the program group. However, when I try to "run as administrator," I get the message "this application has failed to start because elicen40.dll was not found. Re-installing the application may fix this problem." Alas, installation is a problem in and of itself.
