okay, going TT-hunting again I noticed this in the beta1 changelog:
3089 Game doesn't create players under 17 for non-feeder leagues.
Basically, my problem exists on the opposite end of the age spectrum, i.e. the game won't create players over "typical league age", where that typical age depends on the league classification, i.e. for AAA it's 26, down to Rookie where it's 21 (I think...too lazy to double-check now).
