Just to piggy back off my previous post, there would need to be an in depth league constitution or "rule book" that covered every detail so there were no loop holes in the league. Also you would need, I would say, 3 co-commishes so that 1 guy was not completly in charge of the entire league.
Just a few ideas that are coming to me...
