Tested during Sept callups (40 man rosters) so I had the bench full of 99's in speed baserunning and steals. Set the all the lineups guys to a 9 in the same ratings.

Checked from the 7th inning on in all Sept games of this team.

Pinch runners were used once and it was a pitcher/outfielder with mediocre speed, not any of the fast fellers.

So maybe pinch runnings is not used as a global procedure by the AI all that much in late innings maybe.
