Good luck getting his or Duffy's approval. I've had a well outlined proposal to be a third-party service as you indicate for 7 months now with no response. And this is with sending out three and four followup inquiries every 4-6 weeks in case it got lost in the shuffle.
My league would be for profit because, no offense to anyone reading this, but you wouldn't be worth my free time if I couldn't be in the league. Plus, there are costs to running a website. The "profit" would be very minimal, though.
