It might just be a poor choice for play by play. A lot of times teams are only able to get the lead runner out, either on slow grounders or tough plays and don't even bother with a throw to first. Maybe if it said "doesn't attempt throw to first" you'd see more accurate stats.
Correct me if I'm wrong, but I'm just assuming the PBP for double plays isn't advanced enough to say anything like that, so it just has them throw to first, even when there's no chance to get the runner.
