Definitely a strange problem. Do you have hidden or ghost players that may be causing this?
I saw in the OP that vacation and commissioner mode was tried. Just clarify, you get the same message? The game won't go forward? I guess what I'm trying to understand is that if you are on vacation and the AI in control why would it hang up.
