Suggestion
Base rookie draft order on team winning % over the past 3 seasons combined, instead of just previous season's record. Do not base this on # of games won over the past 3 seasons, use winning % because if you don't do this expansion teams will undeservedly get the top draft picks 3 years in a row even if they have good seasons. It would also be nice to have an NBA lottery style draft order in which the worst teams have a high likelihood of getting the top picks but not an absolute guarantee.

Reason
As far as I know MLB calculates the draft order based on previous 3 seasons, and it would probably lead to more competetive balance. It would also make it less tempting to have a fire sale or "throw" a season in historicals just to get a great player in next year's draft (i.e. Babe Ruth).
