If uninstalling and reinstalling does not work, remove this folder:
Uninstall the app again, the downside is that you will have to install all my other apps that you use. (It will not remove data folders, settings, photos, etc. and it will have no bearing on OOTP or Window XP)
Click on your Windows START button and select RUN.
Paste this in there and hit OK
%userprofile%\Local Settings\Apps
Then delete the folder that is located there. Reboot and then install again.
Then let me know. According to MS, some files somehow got corrupt. The posts that I have read showed that this solved most issues, either the 1st step or the 2nd step.
