Can someone confirm that this is indeed the game behavior in OOTP 2007? I'm looking at implementing Complete Coaching in my online league, and the manual says nothing about this...

Our experience with using this online (
GUBA) is that this is flat out broken. In fact, our testing shows the if owners hire coaches from the Available Personnel listing via exports the team with the highest team ID will be awarded those coaches every time.
We have taken to doing personnel hire/fires via our league forums be that has become such a pain in the ass we are most likely doing away with the use of coaches (we are keeping scouts) all together until the in game functionality is fixed. Ideally this would work just like player free agents, but I guess we'll wait and see.
