Add SISA rescout option to player profile in Commissioner Mode
Reason
To allow for online commissioners to better portray a player after they've edited him, for example, I create a dominating pitcher eligible for the next draft. I don't want his potentials to still say, for example, 41-9-12 or whatever, but I don't want to rescout the whole league.
