Suggestion
Add random drug testing for major and minor league players, with someone occasionally flunking and getting suspended. Multiple infractions by one player would progressively lead to stiffer penalties.
Reason
It's something that now occurs is real life from time to time. This could be random, similar to how off-field injuries are handled.
