Online League - Promoting a Scout

Are you also using the latest patch? (2.0.3.68)

Is this happening in more than one league?

Are you currently in the regular season or not? Does it seem to make a difference?

Were you ever able to promote scouts or hire them (outside of commish mode) in this league?
