In the cubbyfan set, you make an offer and a few days later, the player signs with another team. I even received "I'm favoring your offer" messages and they still signed away the same day. I also only see "Pending" in the "Pending Offers" screen until I get the response. This can't be the expected functionality as not being able to negotiate with and sign free agents would make this league unplayable.

Injury Log is right that the game starts late, so the free agent process isn't the same. Still, it isn't uncommon for this to happen, in any league. This happens all the time in the game. There is no real negotiation, more like keep trying to hit a number they will take, no chance to offer more if they say they like it and very little time to offer more if they say they don't.
You may be used to at least getting some feedback, but it isn't a full on negotiation. It isn't uncommon to see the message back and sign on the same day, no matter what league you are using.
