The better test would be to see what his % is after pitching twice in three days with a day off in between. I agree with jarmenia, the number of pitches really has nothing to do with it. It's simply an appearances issue.

Don't get me wrong though, the number of pitches does matter there just a minimum hit for just being in the game.
