If a player is DFA he normaly is removed from the 40 man roster, why can't you release a guy that is still on waivers, unless someone has claimed him, you should be able to release him, and if he can be pulled back, you could try and trade him to the claiming team (this is done in MLB all the time, although not a funtion of OOTP).

For this perticular problem if this is the player in question, he was 10 days ago traded to Toronto and has been sitting in the DFA, I don't know if Dave has been trying to control the blue jays (he's acting as in the pic), but this trade needs to be completed as he got a player and has yet to do anything with him. If this is a roster set and Dave isn't managing toronto, the simple thing to do would be to allow AI roster movements (which for most pre-made roster sets is unchecked at start up).

More info would really be needed.
