Yes, exactly. You must clear waivers in order to be removed from the 40-man.
Which is why they make the DFA period 10 days, 7 days longer than the waiver period. If you acquire a guy with a major league contract, you have a week to make a move to clear space for him on the 40-man.

If this player was taken from the secondary roster and sent to DFA, he would still have to be waived or released before he can be cut. DFA alone is not enough -- DFA is just like a temporary spot to hold players that are between two roster statuses. If he has already been waived and cleared waivers, then you probably wouldn't have to release him, he could be assigned to AAA and removed from the 40-man roster. If he was waived unconditionally and claimed, he's somebody else's problem now. If he was waived revocably and you pulled him back, you most likely need to think of something else to do (or you could just try again and see if you could slip him by. I see this happen in OOTP all the time).
(Another quick note on trading to the claiming team -- I see this happen a lot in OOTP too, actually. Late in the season when a lot of guys are going on waivers and I'll claim a few, I inevitably start getting offers from AI teams involving the player of theirs that I blocked on waivers (always far overstating his value). One team offered me about 7 trades for a 25 yr old above average MR who was probably never going to develop, asking for one of my biggest prospects each time, between September and November one year.)

If he was traded to Toronto 10 days ago and has been sitting in DFA all that time, then you're probably in trouble. That means you no longer have enough time to waive somebody else off the 40-man roster. Unfortunately there's not a lot you can do about that at this point. If he's got a contract and there's no room on your 40-man roster, you can only release him (eating his contract) or trade him away.
