Minor league contracts are $0, so sign as many (or allow your AI manager to sign as many) as you want.
However, 184 players at R level, although no financial impact, could be a bit cumbersome as to sorting through the rubbish to find the hidden gems. And what about playing time, from a development standpoint?
If you are not in charge of minor league transactions, having delegated them to your AI manager, you can restore order by setting a roster limit for the rookie league of no less than 35 players, as recommended by the game, but maybe no more than 50.
If you are in charge of minor league transactions, then you want to start taking out some of the trash down there!
