I do have the "hidden talent" button off, and, indeed, I cannot click (it's faded). That explains not being able to scout the countries.
On the personnel issue....the search list for personnel does show currently employed personnel. It lists those personnel with their teams. However, there are many, many more personnel listed with dashes in the team category, which should indicate they are available.
