It's frustrating. I can only offer you bits and pieces of information, but not the resolution.
First, I noticed (as a result of this thread
) that the Action button is available on a person's page only if you are the commissioner. Why, I don't know.
Second, when you right-click on a person in the staff search or available personnel lists, you get the option to offer a contract even if you have a full staff. You get the "No Jobs Available!" message at every level that you try, but you do see the Offer Contract window. You don't have to be the commissioner for that but
you must be employed by an organization.

This is a different problem, damonrusst. It's just the way the game is designed for now. Personnel on the lower levels can only be reassigned within their team or to a position on the major league club. People on the ML level can be demoted to any level, however.
You don't have to fire anybody, as the person who was in the position trades places with the one you just reassigned.* So you have to play a bit of "musical chairs" to get somebody from AA to AAA, involving the guy at ML temporarily. A multi-move transaction that you may want to diagram with paper and pencil first.
*Caution: Avoid trying to trade places with an empty position. This crashes the game every time; it's a known bug that has been reported. Fill the empty position with the guy that you want to hire, then do your swapping.
