I was having this same problem and didn't understand. It turned out I was going to the coaches from the wrong menu.

THE WRONG way was going to the MANAGER, Staff search and short list and right clicking. If you do this the APPOINT AS option does not appear. or will not let you sign them.

If you go to the bottom menu, and go to the manager HOME page. Then in the left column click search for coach or scout, then you can offer contracts.

Don't ask me why this happened to me, but maybe it will work for ya. Good Luck.
