To compensate for the variation in similarly-rated scouts, Jan 1st will be ran with scouts disabled, revealing true ratings. I tested this out, and it doesn't affect the tasks that scouts are assigned. Its up to your scouts to detect deviation during the season.

I'd be open to disabling personnel, if that becomes a popular sentiment.
