If you go to the bottom menu, and go to the manager HOME page. Then in the left column click search for coach or scout, then you can offer contracts.

Both of those routes take you to the exact same list, so they should both behave in the exact same manner (they do here anyway).
That menu lists every coach/scout/doctor for every team in every league. For obvious reasons if you right-click on a coach that is already employed you won't be able to offer them a contract, nor will you get the "appoint as" option unless you are acting as commissioner or clicking on one of your own coaches.
The "Available Personnel" page under the league menu is the easiest place to go for hiring coaches.
