The licensing ootp2007_eSellerate_key text file is located in

users/you/Librairies/preferences/sports Interactive/OOTP Baseball 2007/data/config/

This file could be missing, locked or might be damaged.

You could also hold the option key and click the reinstall button on the first screen of the licensing wizard. It will prompt you for your order ID and email address and re-license ootp.
