First, WWSM does not have to pay for licenses at all, and second you cannot compare the feature sets. OOTP is highly custimozeable, WWSM not at all.
That being said, if the the feature set would dictate the price, then OOTP would have to cost $200 and games like DMB or Strat $10. But, unlike OOTP, these companies put all their resources into the historical season disk, thus justifying the price.
The reason for the higher price compared to OOTP 8/2007 is simply the weak Dollar compared to the Euro. In 2001 we earned 40 Euros for a copy priced at $35, now it is just 27 Euros for a copy priced at $40! And since three out of four paid team members live in Europe and we do not sell 100,000 copies we have to raise the price a bit.
Still, I think for $40 you get a game that has a) more and better features than the competition and b) a replay value that is far higher than your 8-hour console games.
