The latest patch can be found here: Again: OOTP 8 patch released! New version # is 8.0.0.13

Have you gotten OOTP 2007 to run on your computer in the past? Regardless, you may wish to uninstall, delete all of the OOTP folders (in Program Files, Application Data, and My Documents), then reinstall. Occasionally, the installation process will go awry and cause issues such as this.
